Today's jobs report was underwhelming along many dimensions. Not only did total payroll gains fall markedly short of expectations at 126,000, but payroll gains for January and February were also revised downwards by 69,000 jobs in total. Wage gains were modest and there was little, if any, improvement in labor force participation. This
